Deadline:
Calendar Year 2024 enplanement data is due to the FAA by March 28, 2025.

Submission Instructions:
Prerequisite: You will need a computer with Microsoft Excel.
This process consists of two steps:
Step 1: Populate the ATCO Data (Excel) Template with enplanement data
Step 2: Sign and Submit the required data
There are two options for submitting your enplanement data to the FAA:
1. E-Sign Process. Submit the Excel attachment and use an electronic signature for
certification
2. Email Process. Submit the Excel attachment and use a PDF attachment of a wet
(ink) signature for certification
Step 1: Populate the ATCO Data (Excel) Template
1. Select the ATCO Data Template button below to download a formatted Excel
spreadsheet.
2. Save the file to your computer. This file will be used to submit in Step 2.
3. Open the ATCO Data Template from your computer and enter or transfer your
enplanement data directly into the Enplanement Data worksheet.
4. Save the ATCO Data Template with completed enplanement data by selecting Save As
and update the file name to include - Calendar Year, Operator Name and FAA Certificate
Information Number (e.g. CY24 Enplanement – Operator Name and FAA Certificate
Information Number).
Step 2: E-Sign Process - Sign and submit the ATCO Submission Form
1. Select the Sign and Submit button. A new browser window will open with a form to
certify your submission.
2. Enter data for all required fields on the form. Required fields are marked with an asterisk
and must be completed before the form can be submitted. An attached and completed
ATCO Data File is required for submission.
3. Click on Sign to complete your submission.
4. Navigate to your email (as entered in Step 2 on the ATCO Submission Form) and confirm
you have received an email from FAA ACAIS containing an Adobe (PDF) copy of the
signed form and submitted enplanement data. You should receive this email within
minutes. This confirms your file and certification signature has been transmitted to the
FAA, completing your submission process for CY24.
Note: Since your package is converted to a PDF format upon submission, you should retain
the original Excel format for future changes or submissions.
Step 2: Email Process - Sign and submit the ATCO Submission Form
1. Sign a Certification Statement on a separate piece of paper, then scan and create a PDF.
Statement: I certify, under penalty of perjury, that the enplanement information provided in
the Airport Activity Survey (Form 1800-31) is true and correct to the best of my knowledge,
information and belief.

2. Prepare an email, and send to: 9-FAA-ARP-ACAIS@faa.gov
Subject: CY24 Enplanement - Operator Name & FAA Certificate Number
The email must include two attachments: the ATCO Excel attachment, and the PDF
signed certification statement.
NOTE: Submissions will be returned for correction if there is no signed certification signature.
